Office history

Rockingham County Sheriff — Rockingham, NC
2026
general

Billy Charles Parker Jr. is a Republican candidate for Rockingham County Sheriff in the 2026 general election. He currently works as an investigator for the Rockingham/Caswell County District Attorney’s Office, a position he has held since 2015, and he will appear on the November 3, 2026 ballot seeking the county’s top law‑enforcement post [12].

Parker was born and raised in Rockingham County and graduated from Madison‑Mayodan High School before enlisting in the United States Air Force in 1985. He completed the U.S. Air Force Security Police Training Academy with honors, served as a Security Police Sergeant until his honorable discharge in 1989, and earned the rank of Sergeant [8].

After returning to his home county, Parker completed Basic Law Enforcement Training and joined the Reidsville Police Department in 1990. While on patrol he responded to a wide range of incidents, from traffic crashes to homicides, and was selected as one of only four officers for the department’s inaugural narcotic street‑drug interdiction team [8].

In 1994 Parker began a 20‑year career with the Rockingham County Sheriff’s Office. He entered as a Deputy Sheriff in the Patrol Division, later becoming a Field Training Officer, a vice‑narcotics officer, and a member of the Special Response Team (SRT), eventually serving as SRT Commander for four years. He rose to Lieutenant and then Patrol Captain, before being promoted to Captain of Criminal Investigations, where he coordinated with federal and state agencies such as the ATF, DEA, and NC SBI on major prosecutions. Throughout his service he completed advanced leadership and law‑enforcement trainings, earned an Advanced Law Enforcement Certificate, and holds an associate’s degree in Law Enforcement Technology [8].

Parker retired from the sheriff’s office in 2014 as Captain of the Criminal Investigations Division. Rather than leaving public safety, he joined the Rockingham/Caswell County District Attorney’s Office as an investigator, a role that keeps him involved in prosecuting crimes and supporting local law‑enforcement partners [8].

In the March 2024 Republican primary for Rockingham County Sheriff, Parker captured 43.24% of the vote (57,750 votes), defeating former State Highway Patrol First Sergeant Darren Wright (35.05%) and former Highway Patrol sergeant Brian Harbour (21.72%) to become the party’s nominee [12]. His campaign emphasized a hard‑line stance on drug and human trafficking, proposing a dedicated anti‑trafficking team, a multi‑agency drug unit, and expanded partnerships to combat fentanyl. He also pledged to maintain community‑engagement programs such as a Sheriff’s Citizens’ Academy and to keep school resource officers and child‑protection task forces active [12].

The office of Rockingham County Sheriff is an elected position responsible for overseeing the county’s law‑enforcement operations, managing the sheriff’s office and jail, and ensuring public safety across the jurisdiction. Candidates must demonstrate extensive law‑enforcement experience, leadership ability, and a commitment to community partnership—qualifications that Parker’s three‑decade career, senior command roles, and ongoing investigative work directly address [12].
