Hill attended Appalachian State University.
Career
Hill worked in Child Support Enforcement in Buncombe County from 1986 to 1988, then joined the Randolph County Department of Social Services, where she worked from 1990 to 1998. She subsequently became Clerk of Superior Court for Randolph County.
