Paul Lynwood Scott

Paul Lynwood Scott is the incumbent Republican member of the North Carolina House of Representatives for District 111 and is on the ballot for re‑election in the November 3, 2026 general election ¹¹⁶. District 111 covers parts of Cleveland and Rutherford counties and is represented by Scott since he assumed office on January 1, 2025 ¹¹⁶.

Born in Florida and raised in a small rural town in Hillsborough County, Scott earned a Master of Business Administration from Heriot‑Watt University in Edinburgh, Scotland ¹⁶. He has spent more than fifteen years as senior pastor of Big Springs Baptist Church in Ellenboro, North Carolina, and has worked as a client‑technologies architect for the Duke University Health System ¹⁶¹. In addition to his pastoral duties, Scott serves as a volunteer firefighter with the Polkville Volunteer Fire Department and as a chaplain and hostage‑crisis negotiator for the Rutherford County Sheriff’s Office ¹⁶.

Scott entered elected office in 2022 when he won a seat on the Rutherford County Board of Education representing the East Rutherford district, defeating unaffiliated candidate Parker Tate in the November general election ⁵¹⁶. He served on the board from December 2022 until November 2024, after which he ran for the open House District 111 seat left by longtime incumbent Tim Moore. Scott won a four‑way Republican primary in March 2024 and defeated Democratic challenger Frances Rollinson Webber in the November 2024 general election with 73.9% of the vote ¹¹⁶.

During the 2025‑2026 legislative session, Representative Scott has introduced a range of bills, including the NC Constitutional Carry Act (HB 5), a No‑Tax‑on‑Tips measure (HB 11), and legislation supporting firefighters, veterans, and law‑enforcement personnel such as the “Back the Blue Pay Act” (HB 42) and the “Support Firefighters Fighting Cancer” bill (HB 97) ¹².
