Johnny Horne is an independent candidate running for Tennessee House of Representatives District 28 in the 2026 election [2]. He is listed on the general election ballot alongside fellow independent candidate Demetrus Coonrod [2]. The primary election for this district occurred on August 6, 2026, and the general election is scheduled for November 3, 2026 [2].

Horne has a long history of political candidacy in Hamilton County. In 2012, he ran as a Republican for District 28 but was defeated by incumbent Democrat JoAnne Favors [1]. He previously sought the Republican nomination for District 29 in 2000, 2002, and 2004, and ran for County Commissioner in 1998 and City Council in 1996 [12]. During the 2002 campaign for District 29, Horne moved his residence to remain within the district boundaries after redistricting placed him outside them [13].

Born on July 4, 1939, in Wheeler County, Georgia, Horne resides in Chattanooga, Tennessee [12]. He is a Vietnam veteran who served as a helicopter pilot in the U.S. Army from 1970 to 1976 and as a B-57 Canberra pilot in the U.S. Air Force from 1955 to 1969 [12]. He holds a Bachelor of Science from Piedmont Bible College (1983) and a Master of Science from North Carolina Agricultural and Technical University (1988) [12].

Professionally, Horne has been self-employed with Global Home Improvement Company since 1994 [12]. He served as Secretary of the Tennessee Commission on Children and Youth from 1989 to at least 1998 [12]. His community involvement includes membership in the Alton Park Development Group and the Chattanooga Bushtown Community Development Corporation since 1996, as well as service on the City of Chattanooga Human Service Commission [12]. He also chaired the Chattanooga Creek Cleanup Advisory Group from 1996 to 2000 [12].

Horne is a member of several organizations, including the NAACP, VFW, Disabled American Veterans, and the Order of the Pachyderm [12]. He is married to Chrystal and has four children: Amelia, Margaret, Amanda, and Walter [12].
