Kyle Ethan Hall

Kyle Hall is the incumbent Republican member of the North Carolina House of Representatives for District 91, seeking re‑election in the November 3, 2026 general election. The North Carolina House requires its members to draft, debate, and vote on state legislation, serve on committees, and represent the interests of their constituents in the General Assembly ¹⁷.

Hall was born on September 5, 1990, and raised in Stokes County, North Carolina. He attended the state public schools, earned a Bachelor of Arts in political science from the University of North Carolina at Chapel Hill in 2012, and works as a licensed Realtor with Janet G. Hall Realty, LLC ¹⁰¹⁸. Prior to his legislative career, Hall served as communications director for U.S. Congressman Mark Walker and worked for Americans for Prosperity ¹⁰¹⁸.

Hall entered the state legislature when Governor Pat McCrory appointed him to the District 91 seat on November 23, 2015, following the resignation of Bryan Holloway. He won his first full term in the 2016 election and has been re‑elected in 2018, 2020, 2022, and 2024, most recently defeating Democratic challenger Vivian Fulk with 67.2% of the vote ¹¹⁰.

During his tenure, Hall has held several leadership positions on key committees. He currently chairs the Appropriations Committee and the House Redistricting Committee, and serves as vice‑chair of the Appropriations on Agriculture and Natural and Economic Resources Committee and the Appropriations on Information Technology Committee. Past assignments include membership on the Agriculture, Commerce, Environment, Insurance, and Rules, Calendar, and Operations of the House committees, among others ¹⁹.

Hall’s legislative focus includes fiscal responsibility, agricultural and natural resource issues, and technology infrastructure, reflected in his chairmanship of appropriations subcommittees and sponsorship of bills such as House Bill 464, the Small Business Health Care Act ¹⁰. He is also active in community organizations, serving on the Lions Club, the local planning board, and attending First Baptist Church in King, NC ¹⁸.

In the 2026 race, Hall’s Republican primary was canceled, allowing him to advance automatically to the general election, where he will face Democratic nominee Lucille Puckett ¹. His campaign continues to emphasize limited government, family values, and personal responsibility, consistent with his stated conservative principles ¹⁸.
