James Robert Allen is a candidate for North Carolina District Court Judge in District 29, Seat 5 — designated the "Hoke Seat" — on the November 3, 2026 general election ballot 12. District 29 serves Hoke and Moore counties in the Sandhills region of North Carolina. Allen filed for the seat on December 1, 2025 and practices law in Raeford, the Hoke County seat 12.

Career

Allen serves as Assistant General Counsel at Alliance Health, handling legal matters spanning housing, Medicare, and other areas of health system law 3. He is also the executive director of Teen Court in Hoke County, a juvenile diversion program in which youth participants act as advocates and jurors for peers who have committed minor offenses 3. Allen has provided pro bono legal representation to underserved residents of Hoke County, including grandparent custody cases and power-of-attorney services for elderly individuals who lack access to private legal counsel 3. He has been licensed to practice law in North Carolina for approximately 14 years 2.

Allen was recognized by the North Carolina Pro Bono Resource Center for his commitment to free legal services for low-income and vulnerable populations in Hoke County 3.
