James Edward Mills is running as a Democrat for Halifax County Board of Commissioners At-Large in the March 3, 2026 North Carolina general election. He is based in Scotland Neck, Halifax County. He has previously sought office in Halifax County, with references to a 2022 commissioner race in local coverage.
Career
Mills is an oral historian devoted to documenting and teaching the history of African Americans in Halifax County and eastern North Carolina. In 2009, he was awarded an honorary Doctor of Humane Letters by the Eastern North Carolina Christian College and Seminary in recognition of his educational contributions.
Mills received the 2026 Governor's Volunteer Service Award from Halifax County in recognition of his voluntary service and community contributions.
