Cecilia Oseguera is a judge of the North Carolina District Court, District 26, Seat 18, covering Mecklenburg County. She was appointed by Governor Roy Cooper in 2022 and subsequently elected. She sought re-election in the 2026 primary but lost to Habekah Cannon on March 3, 2026.
Background and education
Oseguera earned a Bachelor of Arts in Political Science from UCLA, a Juris Doctor from Whittier Law School, and a Master of Laws (LL.M.) in Financial Services Compliance from Seton Hall University School of Law.
Career
Before joining the bench, Judge Oseguera served for 17 years as an Assistant Federal Public Defender in Charlotte. She has also been selected to serve as a substitute Federal Magistrate Judge in the Western District of North Carolina. On the District Court, she has presided over family, civil, and criminal matters.
Oseguera served as President of the Mecklenburg Hispanic Lawyers Bar. She is a member of the Fourth Circuit Judicial Conference and serves on the Mecklenburg County Bar Board of Directors.
