David Shephard Quinn Jr. is a Republican member of the Carteret County Board of Commissioners representing District 1, which includes Stella, Peletier, Bogue, Cedar Point, and a portion of Cape Carteret. He took office on December 5, 2022, and filed for re-election on December 1, 2025, the same filing day as fellow commissioners including Chairman Chris Chadwick ².

Quinn lost the March 3, 2026 Republican primary to Steven Overby, 990 votes to 920 ³. His current term runs through 2026; Overby, not Quinn, will appear on the November 3, 2026 general-election ballot for the District 1 seat ³.
