Jean Howard-Hill is an independent candidate running for election to the U.S. House of Representatives in Tennessee's 3rd Congressional District in the 2026 general election [1]. She previously ran for the same seat as a Republican in 2010 and as an Independent in 2024, where she received 1.5% of the vote (5,120 votes) against incumbent Charles J. Fleischmann [3]. In the 2026 cycle, she is one of five candidates listed for the general election ballot on November 3, 2026 [5].

Howard-Hill holds a Bachelor of Arts in urban planning and government from Wheaton College, a Juris Doctor from the University of Tennessee School of Law, and a PhD in Philosophy from Oxford Graduate School [14]. Her professional background includes serving as a business executive at Howard-Hill Consultants and working as a professor of political science and public administration at the University of Tennessee, Chattanooga [1], [14]. She was named Outstanding Professor of the Year in 2006 [18].

A long-time political activist, Howard-Hill founded the National Republican African-American Caucus and served as its national chair [14]. She is also the founder of The Healing Place Corporation and Victory Songs Collection Publications [14]. In the past, she directed the "Democracy In Action" civics program for local school systems and led the "Pull-up Pants Professor" campaign aimed at improving the appearance and opportunities for African American males [18], [19]. She is a widow with one child, LaShunda Hill [14].
