Richard Kelley is a current Tipton County Commissioner for District 3 and is running as a Republican for reelection in the August 6, 2026 Tipton County general election. He was an incumbent when reelected in 2022 alongside challenger John Anthony Mashburn, defeating Steve Bringle.12
Family
Kelley is one of two sons of the late Bill S. "Billy Sunday" Kelley of Burlison, a retired farmer who served two terms as a Tipton County Court magistrate and on the boards of the Tipton County Farm Bureau and Tipton County Farmers Cooperative. His brother, Clay Kelley, also lives in Burlison.3
